DAB Governor, H.E. Noorullah Delawari’s statement in annual session of Asia Pacific Association in Macau, China

Thank you chair and co chair,
First of all, I extend our sincere gratitude to Macao- China Authorities for their generous hospitality and outstanding arrangements for this event. I also appreciate APG secretariat and donors for their kindly support of Afghanistan to reinforce the AML/CFT regime of the country.
I have the donor to notify plenary on significant progress made by Afghanistan since last June 2014 Both AML/CFT Laws passed by lower house and upper house and consequently enacted by the president. This step prevented Afghanistan to be included into FATF public statement on June plenary which was held in Paris. We sincerely appreciate FATF’s recognition of Afghanistan achievements and supported my country to avoid blacklisting, enactment of these Laws, whiten a very short period of time, demonstrate a strong commitment by Afghanistan we will continue our efforts to further promote AML/CFT regime of the country. 
To ensure compliance with FATF recommendation, the enacted laws were shared with APG and RRG team earlier this month. Although significant progress has been made but it seems due to time constraint, APG review team was not able to conduct a deep analysis on Afghanistan compliance with FATF recommendation. Particularly on ML and TF offence which are already criminalized in the new AML/CFT laws as well as other Afghanistan legislations, for that end APG reported sufficient progress for only 5 out of 16 core and key recommendation.
We expect as a result of Afghanistan constructive engagement with APG and RRG the remaining deficiencies to be address of and Afghanistan to be considered at the level of largely compliance with 16 core and key recommendations
